At Least 98 Palestinian Individuals Have Died in Israeli Custody Starting From October 2023, Israeli Data Reveals
According to figures from Israel, no fewer than 98 Palestinians have died while detained beginning in October 2023. An advocacy organization based in Israel has indicated that the true number is probably substantially higher, as a result of many of missing detainees in Gaza.
Study Results
An updated study documented fatalities resulting from physical violence, failure to provide medical care, and starvation. Researchers utilized transparency petitions, autopsy findings, and discussions with legal representatives, advocates, next of kin, and eyewitnesses.
Official sources released detailed data limited to the initial 240 days of the conflict. During this time, government statistics indicate an unprecedented fatality rate among Palestinian prisoners, equating to a single fatality once every four-day period.
Latest Data
Official armed forces most recently revised records on custodial deaths for May 2024, and correctional authorities by September 2024. Researchers identified a further 35 fatalities in confinement following these periods and verified them with official sources.
Despite the aggregate figure of casualties recorded being significantly higher than previous assessments, it likely does not reflect the complete extent of losses among Palestinians, per the leader of the prisoners and detainees department.
“While we are presenting proof for a larger total of casualties than once estimated, this is not a full picture,” he stated. “We are confident that there are even now individuals who perished in custody that we are unaware of.”
Non-Combatant Fatalities
Classified government records shows that the largest portion of Palestinian detainees from Gaza who died in jail were civilians, per a related investigation.
In May of the current year, a defense forces registry following all militants in Gaza, a list of in excess of 47,000 listed people, documented just 21 casualties in detention. By that point, 65 Gazans from Gaza had died in jail.
Prison Situation
Physical violence, abuse, and further cruelty of Palestinian individuals is now standard practice across Israel’s jail system throughout two years of war. Senior officials have publicly acknowledged starvation rations and an below-ground detention center holding Palestinian individuals who are denied sunlight.
Existing and previous detainees and insiders from the defense forces have uniformly asserted routine infractions of human rights protocols.
Systemic Abuse
The organized mistreatment was accompanied by a troubling surge in casualties documented across at least 12 prison sites in Israel. Over ten years prior to the hostilities, there were typically a couple casualties a year.
“This does not represent just an individual case here and there. It is widespread and it is likely to persist,” a spokesperson stated, in part due to the fact there is a culture of almost complete immunity for fatalities and maltreatment of Palestinians.
Merely one incident of attacking detainees has reached litigation, with the military personnel handed a punishment to 210 days. An attempt to charge additional individuals over a brutal attack including assault caused public rallies and the apprehension of Israel’s senior defense attorney, with the alleged perpetrators now insisting that charges against them be withdrawn.
No Legal Action
“In spite of this mass number of deaths, throughout the conflict no one has been arrested,” the spokesperson stated. “There have been no prosecutions over any fatality.
“During the time these policies remain in effect, all Palestinian detainees in detention is in danger, including the healthy ones, including the young ones who have no health problems.”
Notable Incidents
Certain fatalities in custody have been widely reported, for instance a senior hospital director who perished in detention after 120 days in custody.
A detainee detained alongside the victim reported that he was brought to the exercise area by guards just prior to his passing, obviously hurt and naked from the hips downward. His corpse has not been repatriated to Gaza.
Other prisoners who died in detention in Israel stay unnamed. Correctional authorities and military supplied analysts with the figure of deaths in confinement, and basic further data such as the location where they lost their lives, but not the detainees’ identities.
Identification Challenges
For 21 instances, primarily individuals from Gaza, investigators were not able to match the minimal data provided by authorities to a death registered by human rights groups, via accounts from former inmates or coverage in the media.
The detainees’ families could be unaware about their relatives’ casualties either, as Israel has impeded efforts to locate Palestinians it is confining. Over half a year at the start of the hostilities, the defense forces refused to supply basic information about the status of numerous of persons confined in Gaza, effectively enacting a practice of unacknowledged detention, per the rights monitoring body.
Restricted Access
